HISTCS Student Enrollment Policy and Procedures


Based on §1723-A of the Charter School law, any student in the Commonwealth is eligible to enroll in a charter school.  A charter school may not discriminate in its admission policies or practices on the basis of intellectual ability or athletic ability, measures of achievement or aptitude, status as a person with a disability, proficiency in the English language or any other basis that would be illegal as used by a school district.

However, the law authorizes that a charter school may have a specific mission or focus that addresses a specific population listed in the law as “at risk student,” specific grade levels or curricular areas such as mathematics, science or the arts.  These charter schools may limit admission and develop reasonable criteria to evaluate prospective students.  The information related to the evaluation process for prospective students must be outlined in the Charter application submitted to the local school district.  The procedures and evaluation process may not vary from what is presented in the Charter application without review and approval by the chartering school district board of directors as an amendment to the Charter.

A charter school may not use achievement tests, entrance examination tests, or other means of testing a student’s intellectual ability in order to grant or deny admission.  A charter school also may not require that a student has obtained or maintained a particular grade point average in order to be admitted to the charter school.

Harambee Institute of Science and Technology Charter School (HISTCS) uses the following criteria for enrollment:

  • 75% of the students will come from the West Philadelphia area
  • 25% will be drawn from an open and public lottery system or referrals.

Harambee typically has more student interest than available slots so we hold an open and public lottery each year to determine who will be admitted for the following school year. If your child gets picked from our lottery and you have siblings that are also on ballots for other grades, we will give a preference for siblings but it does not guarantee admittance for the other sibling(s). Below you will find a list of dates for our enrollment process for the upcoming 2012-13 school year (All events are held at Harambee Charter School 640 N. 66th St. Philadelphia, Pa. 19151):

  • Open House and Lottery Ballot Submission: Saturday 3/24/12
  • Public Lottery: Thursday 3/29/12
  • New Parent/Student Orientation Workshop #1: TBD
  • New Parent/Student Orientation Workshop #2: TBD
  • New Student Orientation: Week of 6/18/12 – 6/22/12 (Students are required to attend everyday)
